Variable cloud with warm sunny spells for most. Some early fog patches clearing by mid-morning. Thicker cloud and outbreaks of rain reaching the far northwest accompanied by coastal gales.

Concerns have been raised over the imminent changes of how rights of way are registered. From 30 November new changes will mean that all private rights of way need to be registered before the deadline. However, it is estimated half of all rights of way remain unregistered. MEPs have overwhelmingly voted in favour of the €5 billion Brexit Adjustment Reserve with one fifth of the amount being allocated to Ireland. The European Parliament and the European Council agreed on the reserve fund which was supported by a majority of MEPs. The Department of Agriculture is considering phasing out the leasing of entitlements by introducing a ‘use them or lose’ them system. The plan would end the practice of ‘armchair’ farming and put entitlements in the hands of active and younger farmers. Leasing entitlements have increased from 2,870 in 2015 to 14,348 last year.  Once the current CAP programme ends next year only genuine farmers would benefit from CAP payments.  The…

In a move to help curb greenhouse emissions, scientists have succeeded in potty-training cows by teaching them to urinate in a specially built toilet.
